The critical scenarios that can develop on a motorway, or following an incident inside a tunnel, place enormous demands on all those called upon to carry out rescue operations. The confined environment and severely restricted manoeuvring space impose heavy constraints that are not always easy to overcome. To prevent these constraints from becoming insurmountable obstacles, operators must be thoroughly prepared — both physically and mentally. All personnel must be ready to face complex interventions and demanding multi-stage operations carried out under intense psychological stress.

Tecnica Formazione Sicurezza has conceived, designed, and developed, over many years and in response to the specific complexity of these operations, numerous training and conditioning programmes for rescue personnel. The aim is to recreate, in a controlled and preventive setting, the experiences and behaviours that could occur in practice when faced with the unexpected, emergencies, or genuine critical situations.

In the motorway/tunnel operational context, these modules are directed at the different roles involved:

The foundation course prepares traffic wardens to operate safely on motorways and in tunnels: roles and responsibilities, risk perception, standard operating procedures (SOPs), management of user relations, types of incidents and team intervention strategies. The virtual reality module (XVR software) develops experiential learning in complex scenarios. The course on electric and hybrid vehicles covers the specific electrical hazards, de-energisation intervention procedures, and the use of insulating PPE (gloves, helmets, safety boots) in compliance with applicable CEI standards.

Emergency management courses train personnel in the correct application of procedures in the event of an incident or the need for evacuation in a tunnel: identification of safe locations, census and assistance of persons, movement of casualties and persons with disabilities, and analysis of available equipment and its operational limitations. The technical programmes develop the operational competencies required for intervention in high-risk confined environments: construction typologies of road and railway tunnels, internal technical installations, tunnel fire dynamics, use of breathing apparatus, entry techniques with and without thermal imaging cameras, movement of casualties from the red zone, and management of stress during physically demanding operations. The 60-hour specialist course incorporates advanced modules on stress management and breathing control as resilience and performance enhancement techniques. Exercises enable inter-agency verification of procedures at the relevant site.
