Alerting · Coordination · Safety — From the operations room to the field.
Jarvis PC is the integrated digital platform for the everyday and emergency management of Civil Protection services. It supports C.O.C., C.O.M. and operations rooms at every level with a functional organisation compliant with the Augustus method — from the municipality up to regional and national coordination.
Managing emergencies at every level
Civil Protection operates in contexts that require rapid coordination, reliable communications and full traceability of decisions. Alerting volunteers in seconds, monitoring the position of teams in the field, accessing emergency plans even without data coverage, transmitting geolocated photos and videos to the operations room: these are the everyday needs of those who manage emergencies with resources distributed across the territory.
Jarvis meets each of these challenges from a single scalable platform — from a local event handled by a single municipal C.O.C. up to emergencies that require the coordination of a Regional Operations Room.
The platform: three integrated components
Jarvis Web — The digital operations room
A web console accessible from any browser, with no installation, designed for operations room operators and support function managers. It handles the entire information flow of the emergency with full traceability.
- Operational dashboard — real-time overview of all activities, missions and resources in the field
- Live Map — staff positions, GPS tracks, geolocated attachments, custom layers (hydraulic, hydrogeological and wildfire risk, points of interest of the Civil Protection Plan)
- Alerts module — alerts sent via app, email or SMS with acknowledgement tracking; reusable templates for recurring scenarios
- Activities and Missions module — classification by phenomenon and scenario, mission assignment to teams, progress monitoring, advanced reporting (operators, days, man-hours, vehicles)
- Communications module — management of the information flow between the operations room functions and other operations rooms; full traceability of reports and decisions taken; message presets per event
- Planning module — library of action plans, standard operating procedures (SOPs) and checklists; categorisation by scenario and support function; sharing with mobile operators
- Resource management — staff records with qualifications, certifications, medical checks and expiry dates; equipment inventory with scheduled maintenance; assembly of tactical modules per mission
- VoIP and directory integration — phone calls straight from the platform, distribution lists by role and function, messages and notices to specific groups
- Environmental monitoring — centralised data from weather, snow and river gauging stations; alerts when thresholds are exceeded; historical records for debriefing analysis; camera and webcam integration
- COC supervision — visibility for the provincial or regional operations room over the active C.O.C.s below it (available with the SOP licence)
- Operational vehicle tracking — real-time tracking of operational vehicles with low-battery and ignition on/off alerts; recording of the routes travelled; automatic accounting of operating costs based on the type of service and the vehicle used
- Automation — scheduled or event-driven activation of lighting, gates, sirens and alarms in response to sensor thresholds, alert notices or a command from an authorised user on the platform

Jarvis Mobile — The app for field operators
A native app for Android and iOS, designed for emergency operators and technicians. It also works without data coverage, storing photos, videos, audio, GPS positions and checklists locally and synchronising everything once connectivity is restored.
- Alerting and notifications — receiving alerts, availability requests and call-outs from the operations room; push, email and SMS notifications
- Operational safety — real-time GPS position sharing; Man down functions (tilt, immobility, impact) with automatic escalation to the configured responders; quick SOS buttons (security, fire, medical, authority)
- Activities and missions — documenting the work done: photos, videos, voice memos, text notes and geolocated GPS positions; operational checklists; forwarding attachments to the Operations Room
- Offline planning — access to standard operating procedures, emergency plans, exercise sheets and tactical modules even without a data connection
- GPS tracking — tracking of staff routes when reaching operational areas or during missing-person searches; certification of the areas covered, including by canine units

Jarvis Public — Communication with the population
An app for citizens, distributed by the Municipality or the Civil Protection authority. It keeps the population informed in real time without overloading operational emergency channels.
- Notices and alerts — receiving communications sent by the Municipality: ongoing emergencies, ordinances, events of public interest
- Noticeboard — notices published by the municipal administration, available at any time
- Emergency phone numbers — accessible offline too during prolonged events
- Civil protection planning — the correct behaviour to adopt in an emergency within the municipal area
Supported emergency scenarios
Jarvis PC adopts a system that sets criteria and guidelines for event planning, establishes a common language and unified procedures, and provides constant monitoring of the availability of resources and personnel at every level.
- Municipal / Local level — C.O.C. The Mayor relies on the Municipal Operations Centre to activate Civil Protection and municipal resources; Jarvis supports all the support functions provided for by the Augustus method.
- Inter-municipal / Provincial level — C.O.M. Mixed Operations Centre coordinating activities that involve several Municipalities; it optimises the use of resources and local coordination.
- Regional level — Regional Operations Room Territorial monitoring, liaison and coordination of the operations centres at provincial, inter-municipal and municipal level; management of all regional resources.
Event types handled: wildfire, civil or industrial fire · flood · earthquake · landslide · avalanche · tornado · chemical incident (CBRN) · road accident · missing-person search · events with significant local impact · exercises and training
Offline operation and multilingual support
In emergency scenarios connectivity is not guaranteed. Jarvis Mobile works fully offline: it captures photos, videos, audio, text, GPS positions, GPS tracks and checklists, stores them locally on the smartphone or iPad, and synchronises them automatically when Wi-Fi or GPRS connectivity is restored. All planning can always be consulted, regardless of the connection.
The platform is available in Italian, English, German, French and Slovenian, with further languages supported on request — ideal for border areas and cross-border cooperation (e.g. Interreg Italy-Slovenia projects).
Security and certifications
The Jarvis cloud service is delivered as SaaS and is ISO/IEC 27001:2022 certified for information security — a fundamental requirement for services provided to the Public Administration. The platform ensures interoperability with the main Civil Protection databases and supports export in open formats (CSV, JSON, XML) with documented REST APIs for integration with GIS, SCADA and unified operations room systems.
